With the advancement of new curriculum reform, the researchers, in the field of education, are paying closely attention to open-ended question and the function of this test question meet the need of cultivation talents of education for all-round development. The educators in various fields of course explore, in different ways, how to use and develop open questions in their own fields, and this study is different on levels. The exploration of way how to combine research on open-ended question and the development of ideological and political course contribute to develop the quality education and achieve the goal to train innovation talents in the field of this course. The intention of the author, in this article, is to study open-ended question through combining with the characteristics of this course, and to explore the methods how to utilize the open-ended question from two perspectives of theory and technology.In this paper, the author explains, with a variety of methods studying such as literature research method, case study method, comparative method and so on, what connotation, characteristics, types and research significance of the open questions in the field of ideological and political course of senior school is. Under analyzing those open questions designed in china’s college entrance examination, author explores carefully the general procedure, principles and methods of design about open questions, and tries to put forward a set of scheme how to design open questions in this particular field of course, In the study, the biggest achievement of author is to explore two kinds of designing open questions methods in the field of ideological and political course of senior school.
