China Customs, national authority of exit and entry administration and supervision, isresponsible for anti-smuggling, tax, statistics, intellectual property protection etc; alsoplays an important role in national macroeconomic control. Facing severe changes andchallenges of domestic and international situation, the Customs need to pay more attentionto the education and training, by keep enhancing “inner quality”, to create a high-qualityCustoms paramilitary team which can implement the important economic decisions anddevelopment strategy made by central government better, and plays more important role inimproving Customs supervision and service, defending country social and economic safety,participating in international cooperation and competition.This paper takes SY Customs for example, by surveys and interviews of presentsituation, personal satisfaction, examination and evaluation etc about education andtraining. The data and details show that there are following problems: backward ideas,shortage of enough analysis of organizational and personal requirement, old teaching style,and outdated class content, bad performance of examination and evaluation etc.According to the theory of Learning Organization,Organizational Innovation andEmployee Training, also drawing on the experience and characteristics of the civilservants’ training system of the developed countries, especially of foreign Customs, thepaper put forward ideas on how to solve above problems in practice. It suggests that theCustoms take some feasible measures to meet their staff’s reasonable needs, which canstimulate them to participate in education and training actively; the Customs shouldpromote the construction of learning organization and make their staff realize thateducation and training is a key to the development of the Customs career, and improve thecomprehensive quality and whole team’s power continuously. These will efficientlyalleviate tension of human resource, meet higher requirement, and reduce realistic pressureof severe situation and challenge in the Customs.
