The selected graduates means selected the student of outstanding university or college graduate graduates to the grass-roots work, it is an important personnel system of cadres. The implementation of selected graduates work transport a large number of high-quality talents for the grass-roots government departments, strengthen the leadership and the cadre troop construction. However, with the transformation of government functions.. the diversity of selected graduates work tasks and the problem since the selected graduates carried out, How to make the selected graduates completed and competent for the job, How to make the system effectively implement, play the selected graduates of this resource advantage,Has become the current government agencies and selected graduates urgently to be solved。Some scholars have been researching how to selecting、training of selected graduates, but there is a lack of in-depth study of how to strengthen the selected graduates management.This thesis will take Qianxinan prefecture for instance and conduct the concept of competency, take a direct interview,case studies, literature research to summarize the study of selected graduates, From the angle of competency based on the proposed selected graduates in training, recruitment and other aspects of management。It is integrates the personal qualifications and the requirements on a position into the whole organizations aims of development of intensely. And this can make people on each position be clear about the organization’s whole plan and their criterions in work so that they can make their excellent performances, In order to improve the management effect。Paper Framework:introduction; Chapter I Introducing the conception of competency; Chapter Ⅱ combined with the actual of Qianxinan Prefecture, established the competency model;Chapter Ⅲis the basic situation of Qianxinan Prefecture selected graduates and the existing problems, Analysis of selected graduates management based on Competency; ChapterⅣ is the methods of establishing the management competency of selected graduates in Qianxinan Prefecture; the final part is the conclusion of how to management of selected graduates based on competency.This paper was the preliminary exploration of the selected graduates in Qianxinan prefecture base on competency. The writer hopes this thesis will offer a reference further optimizing of the selected graduates management in Qianxinan prefecture.
