Study On The Management Of Jiangsu Universities Research Funding

Knowledge has been one of the basic elements alongside the society core creation value, which weighs out the other elements and plays the most crucial role in the financial developing. Based on the knowledge applications and practical value, colleges and universities are becoming more of the places for those who have higher level of innovating ability, more of the sources for fundamental researches and cutting edge technologies. Universities of Jiangsu Province are among the best universities all over China, which means higher research cost and more undertaken scientific projects. This causes problems for the management of research funding, such as low usage, false declaration, forgery and waste.This paper took Jiangsu universities as example, aiming to analyze and solve to problems mentioned above, wishfully thinking that more universities could cast lights on this issue and use the research funding more efficiently. At the same time, upon screening and resolving resource data, this paper made a proposal on the economy management theory of non-equivalence of information, project management, overall budget, performance evaluation and inspiration, etc. This paper analyzed the data both quantitatively and qualitatively and discovered that Jiangsu universities are facing some problems on developing, such as the untruth during the funding arrangement, the unbalance between different research areas, the mismatching between claimed and actual costs, the low quality of final results, the irregulations during supervision and spending, the lack of proofreading the cost and the low efficiency of saving management. This paper also used the models of DEA to construct a system to evaluate the performance of using the research funding among Jiangsu universities, which turned out that 44 universities of Jiangsu province are under the low usage of funding. The paper made some advise on improving and perfecting the funding management that included reinforcing the design of the Jiangsu universities research funding system, enhancing the law restriction knowledge and financial realizations of researchers of Jiangsu universities, constituting the communicating platforms for research funding information exchanging, strengthening the evaluation system for the funded researching results and improving the supervision during the whole research funding process.
