It has been30years since the first golf course-Zhongshan Hot Spring Golf andCountry Club officially opened in the mainland of China. In the last3decades, thenumber of the golf course in China soared up from1in the Beginning to more than700today, the population of the often players already Exceeded one millionpopulation mark from scratch. The rapid development of golf in China has becoe thefirst source of power the birth and development of the golf industry. With theemergence of a huge golf consumer groups, associated need are increasingly in highdemand. Golf comprehensive services, golf conservation construction industry, themanufacturing sector as well as golf culture industry and other related industries arebooming, the golf industry in China has begun to take shape. Among the entire golfindustry, the construction and operation of the golf course is no doubt the heart. Dueto the lack of appropriate industrial policy and regulatory, a considerable number ofgolf courses exist of this or that problem in the construction and operation, such as:illegal approval and encroach farmland or forest land, environmental pollution,long-term losses,and so on. This is the main reason why the entire golf industry haslong been criticized. In July2014, the National Development and ReformCommission and11ministries jointly issued the “Regulation on the implementationof measures to clean up the golf course,” then local governments started to act, and anationwide revamp golf action began. It is an unprecedented consolidation on itsstrength of enforcement and the range of involvement. The country is expected tohave nearly100golf course facing closed down and suspension. This large revamp is nothing less than a disaster, for both the individual golf billion in-vestmen projectand the entire golf industry. In the policy implementation process, we see some lackof market competitiveness, unreasonable, unlawful projects and banned, but there aresome market-competitive, reasonable but not legitimate project also suffered a shutdown fate, behind the harsh cleaning up and consolidation, we unfortunately seesimplistic, and Cookie-cutter approcach still exists in varying degrees. Whatindustrial policy the Government will introduce? And where is the future of the golfindustry development? Under current situation, China’s golf industry developmentand managements strategy will inevitably become the common concern for therelevant authorities and the industry insiders. In view of this,this paper uses survey,literature study, lessons learned and other research methods, to make a preliminaryof the entire golf industry status. And analyze the actual development of the golf industy based on the typical corporate governance example, and analyze how thegovernment formulate policies and implement effective regulatory. Explore howgovernment uses macroeconomic regulation and market self-regulation these twomeans, to make rational distribution of the golf industry, to ensure that the golfindustry to develop healthy and rapidly making it to become a effective strength ofpromoting socialist economic construction.
