Rapid population growth of Jilin province has been controlled and turned backsince1988when Population and Birth Control Planning of Jilin Province wasenacted. Longtime low fertility level has declined population of Jilin population andappeared negative population growth in some areas. If the present fertility levelcontinues and maintains, it is possible to trigger a serious of society problemsincluding aging population, labor shortage and raising burden etc. Jilin provinceswitches on the2nd-child policy for only-child parents——if one of the couple is asingle child, they can have two children, adjusting fertility policy to national call. Itis actually important for Jilin future whether the policy will affect the futurepopulation development and need to be improved. The paper analyzes the trend ofJilin population development after the2nd-child policy for only-child parents andproposes for the policy formulation on Jilin future population previously,investigating the formation of population corresponding to the new fertility policy.Combining qualitative analysis and quantitative research, the study makes use ofdata of the sixth Jilin population census data and all Jilin personnel database forquantitative analysis, using SPSS statistical software to analyze factors influencingthe population development of Jilin province.The paper explains the possible influence on Jilin population development afterenacting the2nd-child policy for only-child parents. Firstly, the paper introduces thatthe fertility policy of Jilin province undergoes several stages after the conducting birthcontrol planning and analyze population character of every stage from which differentfertility policies cause the change of population quantity and population quality.Secondly, by combining the population situation and fertility character with population development theories of native and foreign demographers shows explicitinfluence from long-year fertility policy. Thirdly, the paper argues that the2nd-childpolicy for only-child parents as a transitory policy can not meet the aim of improvingthe balance population of Jilin province by contrasting the different practicaleffectives from double alone two-child policy and the2nd-child policy for only-childparents and analyzing the causes of their effectives. Fourthly, by setting parameters, itis proved that the change of fertility policy will benefit to deal with a series ofupcoming population problems which might restrict the economic and socialdevelopment in an all-round way. At last, the paper concludes that the two-childpolicy should be enacted in a full scale and puts forward the relative and reasonableproposals.
