Since the Third Plenary Session of18th Central Committee of the Communist Party of China is held,"the deepening of reform in education field","innovative talent training mechanism, and promote the university running characteristics of first-class" idea is gradually becoming an important guide for the further development of China’s colleges and universities. Comprehensive universities as an important part of China’s colleges and universities, are bound to walk in the forefront of the reform of university personnel system. Comprehensive universities have wide ranged of disciplines, the school running scale and the teachers. The appointment system of professional and technical teachers which is an important part of the personnel system colleges and universities is closely related to the teachers’ personal benefits and self-development.Based on setting the reasonable posts in the universities, carry out the appointment system of professional and technical teachers is to establish the best competitive evaluation incentive mechanism taking the teaching and scientific research as the core, omnidirectionally arouse the initiatives of the teachers’teaching and research work, promote the teachers’ self-development and quality improvement, improve the teachers’ welfare, optimize the allocation of human resources, stable the construction of teachers’ team, enhance the teachers’ management level.Teachers’ professional technical title appraisal work had started since54ye ars ago in China, with the development of society, the standards and conditions of the present appointment system of professional and technical teachers in a lot of domestic comprehensive university are in the processing of reform and perfection constantly until today. But there still exist some problems which ca n not completely adapt to the accurate evaluation on the full range of new talen t the requirements of the situation, need us to combine the background in mana gement, with the human resource management, performance evaluation, competit ive incentive theory as the foundation, analyze the implementation process, curre nt situation of the present appointment system of professional and technical te achers and also the achievements and the main existing problems, so as to put forward the relevant measures to optimize the appointment system of professi onal and technical teachers the existing system of teachers in comprehensive u niversity.This paper is divided into five parts to study and explore the appointment system of professional and technical teachers in the Chinese comprehensive universities, mainly including the following aspects:The first part of the paper mainly introduces the background, the purpose and significance of this research,the domestic and overseas research at present, the researching methods and some related concepts. Second part introduces the development history and characteristics of the appointment system of professional and technical teachers in comprehensive universities, reviews the professional history and refinement stage of the appointment system, and outlines the main features of the system of comprehensive universities.The third part analyzes the implementation and models of the appointment system of professional and technical teachers in comprehensive universities, introduces the main progress made in this area, and further analyzes the main problems in the existing system.The fourth Department is about the recommends and countermeasures for the existing appointment system of professional and technical teachers in comprehensive universities, including the measures of taking reasonable set for the position, insisting the combination of appointment system and evaluation standard under the considering of the school discipline features, further improving the process of the appointment of professional and technical teachers, establishing social security system, strengthening the management of hired faculties and measures, so that to promote the appointment of professional and technical teachers go smoothly by optimization the policy.The fifth Department makes the summary of this research, proposes the further prospects and recommendations on successfully developing the work of the appointment of professional and technical teachers.In this paper, the characteristics and innovations embodied in the following three aspects: A systematically review the historical evolution of Chinese university teacher appointment of professional and technical posts.The full collection of relevant literature on the current college of professional technical teachers are using the literature research method,and then the analysis and sorting, found from the literature research in the history of the appointment of teachers’ professional technical title system of our university can be divided into three stages, respectively the formation stage, the period of suspension, resumption and stage of development.
