Research On Present Situation Of Xi’an Public Stadiums And Constraints

In recent years, with the rapid development of our economy and culture, sports has made swift progress, especially public sports venues. Public sports facilities are the material foundation for the development of sports industry as well as a significant standard to evaluate the developing speed of a city. From the perspective of accelerating urban development, it is of prime importance for Xi’an, the only sub-provincial capital city in the northwest, to study its current development of public sports facilities. Therefore, the article starts from the current situation of public sports venues development in Xi’an and conducts in-depth study to lay the foundation for the future of Xi’an public sports venues toward faster and better direction.The author mainly uses the literature review, expert interviews, questionnaires and other research methods. The present development of Xi’an public sports venues were systematically analyzed,also the present development of Guangzhou, Hangzhou, Chengdu and Nanjing were studied, and the restricting factors of Xi’an in the development of public sports venues were induced, thus we explored the suitable countermeasures about the development of the Xi’an public venues in a further step. Specific findings were roughly as follows:(1) Through the large number of inquiries and reading literature, we summarized related concepts as follows:public sports venues consist of social public stadiums and gymnasiums and affiliated facilities, which are constructed by the government funding or raised by government in other ways. They are built in order to meet the needs of sports training, athletic competition and fitness as well as mass fitness entertainment. They are the basic material conditions to realize our country’s sports development goals.(2) Through the analysis research on the configure resources in Xi’an public sports venues and venue location status, we learned that Xi’an is short of large high-quality sports venues and the distribution of stadiums in the city is uneven. Also we identified our own gaps through the contrastive analysis with the current situation of the development of the public gyms and stadiums of Guangzhou, Hangzhou, Chengdu and Nanjing.(3) The factors restricting the development of Xi’an city public stadiums include two aspects of internal and external causes. The internal factors include the lack of financial security, insufficient public sports facilities, the problem of unreasonable layout. External factors include government’s lack of enthusiasm about public venues and little financial investment. (4) The following shall promote the development of Xi’an city public sports venues countermeasures:to fully implement the relevant laws, regulations, rules, in accordance with the law to build stadiums; to learn successful experience of developing sports from vice provincial-level city Party committee and government; to support the construction of stadiums in land use; Province, city, districts should be mainly financial input; should minimize the Xi’an city stadium tax fee burden; human resources should be the construction and support the development of stadiums; to support the development of sports facilities and equipment; should use many kinds of policies to support the construction of sports venues, management, development of large-scale movement; actively bid for the relevant major sporting events of the nation, asia and the world.
