Nowadays, competition between colleges and universities is the talent competition.Colleges and universities are not only bases to cultivate and transmit talents but also places togather and use of talents. University teachers are important parts of faculty resources. Toestablish what kind of human resources concept of teachers, choose what kind of teacherhuman resources and how to play the maximum value of the faculty resources are all related tothe success or failure of colleges and universities.This paper uses the theory of value management and faculty resources theory as thecornerstone. From value management with human resource management of teachers at homeand abroad, trying to make value management principles applied to the management of facultyresources. The function of the faculty resources, cost, and value are defined, human resourcemanagement model of university teachers is created to analysis of ways to promote collegesand universities teacher human resource value,the concept of individual value of teachers andits calculation method are put forward.An example is used to further demonstrate theapplication of value management in colleges and universities teacher human resourcemanagement to obtain the biggest value of human resources at the lowest costs. Finally toprovide scientific decision-making method for the college teachers human resourcemanagement and to promote connotative development of colleges and universities.This article is divided into four parts, the first part elaborates the research background andsignificance of this article, and briefly introduces the innovation points and deficiencies of theoverall research methods; The second part summarizes the concept of value management andhuman resource management of college teachers according to the existing theory; The thirdpart analyzes the present status of university teachers human resource management, points out the current problems in colleges and universities teacher human resource managementpractices; The fourth part is the key section of the article, which uses the AHP and FuzzyComprehensive Evaluation method to scientifically design function index system of collegesand universities teacher human resource, and combines with cost analysis of teacher humanresource in colleges and universities to build human resource value management model ofcolleges and universities teachers. With10full-time teachers in a university as an example,this paper expounds the concrete implementation and application of value management incolleges and universities teacher human resource management, the major conclusions are asfollows:First, according to different job responsibilities and requirements to establish functionindex system of university teacher human resource management during college teachers hiring,and make value analysis of the manifestation of college teachers, the results of the quantitativeanalysis can objectively concludes the excessive or insufficient parts of teachers’ individualfunctions, thus to provide scientific criteria for introduction, hiring, planning strategies forcolleges and universities teachers, and select the superior and eliminate the inferior for talentsin colleges and universities, also promote the value, profitability and strategic development ofcolleges and universities teachers.Second, in university teachers’ performance evaluation, by using the analytic hierarchyprocess to establish the university teacher human resource function index and using fuzzycomprehensive evaluation method to get objective and quantitative data of college teachervalue analysis, which can provide evaluation basis for the rewards and punishment of collegeteachers, improve the credibility of evaluation, and promote the scientification, integrity andapplicability of college teachers performance evaluation.Third, in the management of university teachers’ salary, making value analysis offunctions and cost of college teachers’ human resources can help to carry on the reasonablecompensation design and develop a more accurate personnel budget, which arouse theenthusiasm of teachers, full develop of teachers’ inner potential, and promote the pertinence,purposiveness and whole view of salary management.Fourth, by applicating value management theory to teacher human resource managementin the colleges and universities, regarding college teachers as object of value study, making function and cost analysis among different jobs in colleges and universities, and using valuecoefficient to determine the individual value, can lead teachers to take orderly competitions,achieve optimal eliminating, give full scope to the talents, and maximize the value of teachers,which are of important practical significance to improve university teacher human resourcemanagement level.
