The level of the citizen’s literacy status and consciousness of a country embodies the democratization and national civilization level. Along with our country socialist harmonious society and the development of building a well-off society in-depth carried out, the quality of the citizens’ realization will accelerate or delay the goal achieved. The current scholars gradually aware of the citizen accomplishment education’s development and implementation are closely related to the construction of democracy and the rule of law socialism with Chinese characteristics, which is important to realize the goal of modern society construction. Therefore, the education of citizens in China is paid more and more attention by scholars.This paper argues that the citizen accomplishment education can be conveniently moved forward to middle school. And in middle school, the ideological and political course carry the responsibilities for citizen accomplishment education. So the purpose of this paper is seeking civic literacy education resources from high school ideological and political course for the high school students, including the obvious and implicit education resources, and other education methods with the new curriculum reform concept, these ways will lay the basic citizen’s cognition, the right citizen’s attitude and conscious citizen’s behavior of prospective citizens to step into society, on the other hand, delivery qualified citizens to the construction of the socialist society.This article adopts the method of comparative study and empirical study. By comparing the developed countries which has a system of civic literacy education practice, carding and revealing the commonness between them, serve a reference for further research in this paper. In addition this paper involves exploration and analysis of the current situation of civic literacy in high school, the need for empirical research is in order to put forward the solution based on the need of reality.Through research and analysis, this paper based on the new curriculum reform of senior high school politics course, penetrating citizen accomplishment education through compulsory module and elective module. At the same time, fully tap invisible education resources, including the rules and regulations of the school, the construction of campus culture, the teacher’s literacy and social current politics hot spot. Above all, we should vigorously develop school-based local resources, use the network platform reasonably, use the social practice and explor the life teaching way as a supplement and extension of ideological and political course, so as to promote the citizen accomplishment education.
