With the rapid development of the society, The strength of the internationalcompetitiveness became the measure of the nation’s development, Internationalcompetitiveness depends on the level of science and technology, science and technologyneed the education, therefore, education especially Higher education has been promotedto the important strategic. How to set up college education becomes a subject aboutnation’s fortunes. Hebei province belongs to the capital economic circle, In the process ofdeveloping the capital economic circle in the Hebei province need cutting-edge talent,need the education in college and university, also need colleges and universities humanresource management research. This paper first in-depth analysis of the development ofhuman resources and human resources management in Hebei province, then researchedthe actual problems of human resource management in colleges and universities,referring to the view of modern human resources management and puts countermeasuresand suggestions to improve human resources management of Universities in Hebei.In chapter1, this paper expounds the important functions of human resourcemanagement in Hebei university development, and human resource management ofHebei economic and social development of great significance, at last introduces thedomestic and foreign academic circles of some studies of human resource management ininstitutions of higher education. Chapter2introduces the human resource managementand the history of the personnel in colleges and universities are analyzed using themodern human resource management with traditional personnel management, and thenanalyzes the necessity of implementing human resource management in colleges anduniversities. Chapter3introduces the history of Hebei university human resourcesmanagement, Hebei university human resources for empirical research, evaluation of thecurrent situation of Hebei college of human resources development, on this basis, theselection of the economic developed provinces and cities such as Beijing, Tianjin and thenational average for comparison object comparative analysis, points out the challengesfaced by human resources development of colleges and universities in Hebei province. Chapter4for colleges and universities in Hebei province to carry out the strategy ofhuman resource management including positioning, strategic formulation andimplementation, human resource flow and configuration, to maintain and develop humanresources, human resources incentive problems put forward the correspondingcountermeasures and Suggestions. Chapter5summarizes the full text and conclusion.This paper analyzes the current situation of human resource management in collegesand universities in Hebei province and puts forward the corresponding Suggestions andcountermeasures, has certain theoretical value. This study to promote system reform ofcolleges and universities in Hebei province, improve the quality of education in collegesand universities, and strategic decisions in the universities in Hebei province based onfacts, has positive practical significance.
