So, the new recruits young teachers need to have the ability to be competent teachers what job it, and how to measure new teachers have university to achieve excellent performance, These are the main contents of the Institute for concern. On the basis of relevant theories, the Institute trying to come through the study of new recruits young college teachers’ competency model, and on this basis, the analysis of application of new recruits young teachers.In this paper, a lot of reading at home and abroad on the basis of teacher competency built on literature, First, the theoretical concepts of the new teachers have defined, then the results of classical dictionaries and domestic research on teacher competency, draw factors university teachers competency; Secondly, through interviews with teachers, combined with the characteristics of new teachers, the new teachers of competency is divided into seven dimensions were measured; Again, this article on the part of young university teachers in Anhui Province issued by the questions of the questionnaire design, from a different age, seniority, different titles, different educational backgrounds teacher’s perspective, to pair new teachers to achieve excellent performance should have the competence level of investigation in order for new teachers of colleges and universities to achieve excellent performance possess competency to quantify; Finally, on the basis of proposed new recruits college teacher competency model based on applied research, drawn competency model based college recruiting new teachers, training and performance management.Studies have shown that:New recruits young college teachers to achieve excellent performance factors including the level of teaching, role reversal, the six dimensions of scientific research, from teaching will, achievement-oriented and innovation, etc. On this basis, we draw a competency-based model of new recruits young teacher recruitment, training, job analysis and performance studies, and finally from universities and new recruits young teacher’s own point of view, put forward some suggestions on the study of new recruits young teacher competency level has a certain practical significance...
