In recent years,due to the continuous increase in the number and proportion of young teachers in universities in China,and at the same time the quality of teaching has become more and more important,the cultivation of young teachers' teaching ability has been paid more and more attention.To some extent,the teaching quality is closely related to the teacher's professional quality.Young teachers play most of the teaching tasks in universities.However,they often lack teaching experience and imperfect knowledge.Therefore,how to cultivate and improve the teaching ability of young teachers has become the focus of many researchers in this research field.From the perspective of public management,this article intends to analyze the optimization countermeasures for teaching ability of young teachers in universities through the construction of competency model.The main contents include: First,on the basis of reading a large amount of literature on competence model construction,the achievements of current competency theory combining with the competency characteristics of the national teachers analyzed.The indicator system is further refined and improved through expert interviews.Finally,we summarized and constructed the model of young university teachers' teaching competency,which lays the foundation for the later research.Secondly,based on the model we constructed,we designed the Questionnaire on the Status Quo of Teaching Qualities of Young Teachers in Universities,and made necessary modifications after the test.The questionnaire was used to distribute young teachers from multiple universities in different area.After the collection,statistical analysis was used to analyze the relevant data.Again,combining the results of the questionnaire survey and the results of interviews with new teachers,this paper analyzes the current situation of the teaching ability of young teachers in universities,and further studies the factors that restrict the upgrading of young teachers' teaching ability.Finally,the paper provides advice and suggestions on how to improve the teaching ability of young teachers in universities.We analyzed from the three levels of policy,universities and young teachers themselves,and proposed targeted improvement measures and explore further improvement strategies.The establishment of teaching competency model for young teachers helps to describe the characteristics of high performance teachers in universities,and has a positive promoting role and important guiding significance for recruitment and selection,teacher training in universities.
