Education Justice is the universal values of human society, and balanced financial investment is an important prerequisite for achieving education justice. As the beginning of a life-long education, preschool education is starting point to achieve education justice. Since the enactment of education program, preschool education was highly valued. More governments are committed to financial investment on preschool education, and have made remarkable achievements. But when study on preschool with a fair perspective, you will find unbalanced development of preschool education is an objective reality at the present stage. Especially with the increase of financial investment in preschool education, the problem of unbalanced financial investment in preschool education has become increasingly prominent. It has seriously affected the efficiency of financial funds, and restricted the balanced development of preschool education.Therefore this paper select unbalance financial investment in preschool education at present stage as object. The process of research is through education program before and after.This study used methods as quantitative, qualitative analysis, and comparative analysis. Analyze the situation of financial investment in preschool education in our country from the provincial, inter-regional, regional and urban-rural comparisons of diverse perspectives.Analysis results show that there is a significant imbalance of China’s financial investment in preschool education in provincial, inter-regional, regional and urban-rural between urban and rural areas. Through data and theoretical analysis of the causing this imbalance mainly due to uneven economic development areas as well as urban and rural areas, inadequate investment in financial, legal and financial investment system is not perfect. This paper thought governments should eliminate dual structures, promote the coordinated development of regional economies, and ensure sufficient financial investment, governments at all levels responsibility, legislate to protect the financial investment, strengthen the supervision of education funding and creative promotion by constructing a balanced monitoring index system of preschool education in order to balance preschool education financial investment.
