Preschool education is the beginning of lifelong learning,and it is a critical period for the intellectual development and character development of children aged 3-6.The19 th National Congress of the Communist Party of China proposed to "run preschool education well." Childhood education is listed as the top of the people's livelihood,which is enough to see its importance.As an underdeveloped province in the west,Guizhou Province has been lagging behind in the development of various educational undertakings for a long time.Research on its financial investment in preschool education and further optimize and adjust its financial investment policy for preschool education will help promote the improvement of the level of preschool education in Guizhou Province and promote the realization of education equity And the improvement of education quality.The main research content of this article is: firstly,it introduces the concept of preschool education,the main body of running school,and analyzes the theoretical basis of government intervention in the development of preschool education;secondly,it analyzes the current situation of financial investment in preschool education in Guizhou Province,and sorts out the current "government-led" The formation process of the preschool education investment system with “social participation,public and private enterprises” and the financial investment policy adopted by Guizhou Province under this system show the scale and structure of the financial investment in pre-school education in Guizhou Province;then,based on the sufficient scale of financial investment It analyzes the shortcomings and causes of financial investment in preschool education in Guizhou Province at the current stage,and the changes in the school-age population in Guizhou Province under the two-child policy and the promotion of urbanization will bring about financial investment in pre-school education in the future.Problems and challenges.On the basis of the above research on the financial investment problems faced in the development of preschool education,we draw on domestic and foreign experience and put forward policy recommendations.This article mainly draws the following conclusions: 1.The current adequacy of financial investment in preschool education in Guizhou Province is insufficient,and under the combined influence of changes in the size of the school-age population and the increase in per student funding standards,the demand for financial funds in the future will increase,and the financial supply pressure will remain at The high level needs to be resolved through the development of the local economy and legislation to increase the binding force of the pre-school education budget.2.The "dual-track system" financial investment mechanism has led to a gap in the quality and cost of running schools between public and private kindergartens in Guizhou Province.It is necessary to achieve the merger as soon as possible to improve the overall quality of preschool education.3.The unbalanced development of pre-school education hardware and software and the inverted U-shaped trend of the school-age population require that Guizhou Province's long-term “hardware-heavy” financial investment tends to change.4.The main responsibility of the preschool education finance of the county government and the difference in county economic development in Guizhou Province have led to the urban-rural differentiation of the development of preschool education.It is necessary to give full play to the fiscal coordination and support responsibilities of the provincial and municipal governments.5.The improvement of financial performance of preschool education has entered a bottleneck period.In the future,it is necessary to further rationally allocate funds to weak areas of development and strengthen the supervision of the use of funds.
