At present, the annual technological achievements of China’s engineering colleges and universities are increased rapidly, but the conversion rate is far lower than developed countries, the economic and social benefits arising from the conversion are not obvious. The current research work of transformation of scientific and technological achievements is only available for colleges and universities, and this model is lack of depth systematic and scientific. At the same time this transformation is also no deep discussion of a certain field. Research work and achievements of engineering colleges conversion work has its own characteristics, the general scientific and technological achievements evaluation system does not fully apply in this article as a starting point, for the conversion of scientific and technological achievements evaluation system engineering university studies.In this thesis, I studied the related concepts and technological achievements in China and abroad, and the relevant theories of scientific and technological achievements conversion.Secondly, I analyzed the characteristics of engineering research universities, and the role of scientific and technological achievements features turn; combination of historical data, obtained the status quo conversion engineering colleges and universities, and summarizes the results of the conversion problems encountered; qualitative level and quantitative analysis of the level of scientific and technological achievements factors Engineering college transformation, laying the foundation for the development of evaluation.Finally, according to the annual statistics released by the science and technology project and the influencing factors of engineering science and technology achievements transformation of colleges and universities, establish the scientific nature, objectivity, feasibility and guidance standards of evaluation system, set up consists of three levels, multiple subordinate indicators of evaluation index system, using the analytic hierarchy process (ahp) to determine each index of empowerment method, finally set up scientific rigorous engineering college of transformation of scientific and technological achievements evaluation system, so as to guide the transformation of scientific and technological achievements of various colleges and universities work efficiently with a clear and targeted to run smoothly.
