To eliminate poverty and achieve common prosperity is the essential requirement of the socialist system. After the founding of the PRC, the Communist Party of China have taken various measures to promote the development of economic and society in poverty-stricken areas, and achieved good economic and social effect. In the new period, especially since the implementation of the policy of reform and opening up, the gap between the rich and the poor is becoming bigger and bigger, which is not only negative to social stability, but also contrary to the essence of socialism. Therefore, the poverty alleviation work still has important practical and political significance. In2006, the State Council Poverty Alleviation Office officially launched The Rain Plan, by means of supporting, guidance, training, which aims to improve the quality of the population in poor areas, enhance their abilities in looking for jobs and starting their businesses, help farmers out of poverty. As a positive response to the spirit of eliminating poverty, the government of Hainan Province officially launched the "The Rain Plan vocational classes" in2008—including Hainan provincial economic and technical school, more than ten vocational schools commissioned to hold The Rain Plan. Since then, Hainan Province vocational schools started to play an important role in the Hainan province poverty alleviation project such as The Rain And Dew Plan.Since the implementation of this policy, free skills training and employment opportunities have been provided to the poor youth, soon their income has increased, their standard of living and their comprehensive quality have improved,the economy and society have developed in poor areas, good social effect has received A. But there are also some problems, such as some mistakes in identification of poor people, abusing in poverty alleviation funds, unqualified training institutions, unreasonable professional setting,inflexible training mode, student employment restrictions and other issues in the implementation process, Which reflect corruption in Political power at the grass-roots level; public policy monitoring is not in place, the educational resources should be integrated, the spirit of poverty are ignored and other issues. To build a well-off society, We need to accelerate education reform, Pay attention to occupation education, and increase investment on occupational education. Vigorously developing the NGO is not only to implement the spirit of poverty reduction policies, but also to adhere to the "Four Comprehensives", and to build national governance system, which is the only way to the great Chinese Dream.
