70 years of wind and rain,70 years of hard struggle.China in the "missing boat" is standing up,under the joint efforts of the PPC and people of all ethnic groups to become rich and strong.The year 2020 is the closing year of building a well-off society in an all-round way and the 13 th Five-Year Plan.The absolute poverty problem will be solved thoroughly in China,but it is undeniable fact that relative poverty will still exist for a long time.This article mainly adopts three methods of qualitative analysis,information research method and case study to explore the problem of poverty governance in vocational education.Focusing on the fourth stage of vocational education poverty alleviation characterized by precise poverty alleviation,we will give an overview of China's vocational education poverty alleviation policy evolution,main practices,and practical challenges.There are deviations in the concept of the poor population,the emergency orientation of vocational education poverty alleviation policy practice is obvious,and the policy implementation process Practical challenges such as low accuracy and insufficient input from multiple subjects still exist,and we need to concentrate our efforts to overcome them further.Jiangsu entered the stage of exploring relative poverty governance in 2012,and it is representative to select Shuyang County,which has the largest number of poor people in Jiangsu,for research.Based on the experience of poverty alleviation in vocational education of Shuyang County,the author summarizes four major models of poverty alleviation in vocational education,and analyzes the practice of poverty alleviation of vocational education in Shuyang County from the perspective of vicious circle theory,feasible ability theory and collaborative governance theory,and finally draws The goal is to implement vocational skills training,provide vocational education services oriented to the cultivation of feasible abilities,and form a multi-subject to form a collaborative and coordinated poverty alleviation experience.The year 2020 is the closing year for building a well-off society in an all-round way,Standing at a new starting point,in the face of the occurrence of new poverty and the reality of the transfer to poverty relief objects to the old,weak,sick,disabled,disaster and other special difficult groups,we must promote the strategic transfer from "poverty alleviation" to "poverty prevention" and "anti-poverty return ",and establish a set of long-term mechanisms to solve relative poverty.At this point,the author puts forward the endogenous motive force to activate the poor group,from passive poverty relief to active poverty relief;establishes the multi-center main body governance pattern,forms the whole society vocational education poverty alleviation joint force;promotes the vocational education anti-poverty practice accurately,guarantees the policy implementation process to be scientific;the vocational education policy and the unemployment insurance link,guarantees the vocational education poverty alleviation system sustainable and so on countermeasure suggestion.As the vocational education that has the most direct and closest relationship with economic and social development and has been proved indispensable by the historical practice of poverty alleviation,it will tap more potential and play a greater role in the future,thus promoting the accumulation of human capital of poor groups,hindering the inter-generational transmission of poverty and realizing the free development of human beings,which is a major mission entrusted by the times.
