In entering the development phase of new era,people pay more and more attention about the elementary and middle schools education for all-round development. Among these, fine arts elementary education in the role of youth quality education and weight is becoming more and more heavy. Under this background and the influence of new curriculum, making art foundation education better playing its role and bring broad adolescent correct aesthetic and values, which have become the problems the worthy of thinking problems that we need to slave.Currently,in the classroom teaching appearing some never seen before in the society, such as the teaching way, The students acceptance, the teacher’s master degree for the modern new knowledge as well as how to build a better relationship between teachers and students, and so on. So in today’s period of developed information technology, including every aspects of teaching process have influenced by technology development, such as the emergence of multimedia technology will also bring the development of basic education in our country elementary and middle schools fine arts new "blood", how to reasonably apply the multimedia technology to art teaching, it also requires us fine arts teacher’s have a process of re-education for the professional technology. The basic Education in the new period not only in the classroom, more is the combination of outdoor and indoor, especially the art teaching, the students can’t just rely on listening to the teacher indoors by the traditional teaching way to master knowledge, outdoor class together with the indoor class brings students a better combination of theory and practice education.This research is divided into four parts:the first part, introduction, summary the research reason, research background and significance, clear the research direction and the main content. The second part, analyzes both two sides the current primary and secondary school art education and art teachers, and points out that the necessity of the cultivation for the fine arts education of primary and secondary schools. The third part, analyzes the present situation of cultivation for the primary and secondary school art teachers; And find the effective way to improve primary and secondary school art teachers to cultivate and specialized direction; By changing the traditional methods for primary and secondary school art teachers to cultivate all-round and professional skills to improve themselves,have a new impact on primary and secondary school art education. The fourth part, conclusion, emphasize the art teachers to foster professional development of primary and secondary school art education is reasonable.
