Higher education plays a vital role in modern society, the creation of newknowledge, training, innovation and promotes the progress of society as a whole areinseparable from the support of higher education. After the middle of last century,Europe faces political and economic integration of Europe, the internationalization ofhigher education, the United States replaced Europe as the center of world, in order toaddress these issues to achieve a deeper sense of European social integration. In1999twenty-nine European countries’ Minister of Education and Culture in Bologna signeda joint declaration which proposed to construct a unified system of higher educationin Europe, promoted "Bologna process" together. There is undoubtedly a huge role inpromoting Europe geared to the world of higher education standards, in order to betterachieve modernization, international, market-oriented of European higher educationand meet a majority of learners’requirements. From the study,"Bologna process"initiated by the background, links to promotion,the implementation of the path, theimplementation of effectiveness and other aspects, also put forward suggestions to thedevelopment of higher education. In view of higher education in China is left behind,compared with other countries in the world have been inadequate. In addition, thereare many problems in the quality of higher education, personnel training strategies,and employment difficulties. Therefore, the study of higher education reform inEurope under the "Bologna process", discuss the "Bologna process" action goals andspecific measures, such as, European Credit Transfer and Accumulation System,construction of Lifelong Learning, Quality Assurance System of Europe HigherEducation, European Quality Assurance in Vocational Education and Training, theDiploma Supplement, etc., and summarize the advantages and disadvantages of theprocess, thus play a reference in promoting the development of higher education inChina.
