One of the basic features of harmonious society is fairness and justice, which means the social interest relations in all round can be coordinated appropriately,means the social fairness and justice can be preserved and realized faithfully. The fair allocation of educational resources will be beneficial to the realization of educational equity and the protection of people’s basic interest. At the same time, educational equity will also promote the realization of social fairness and then be conducive to drive the construction of harmonious society. For a long time, our country’s binary development strategies in urban and rural area lead to some results, which are that the economic development level between different regions is very uneven; there’s a relative gap between the urban and rural; and there also exists a gap in the actual educational resources’ allocation process. Thus, for the children in the urban and rural area of Jiu Jiang, it still exists obvious differences in the obtainment on educational resources.Bases on reading related articles and organizing the thought, this research complies the questionnaire from three dimensions, that’s, school educational resources、out of school educational resources and family educational resources. And it views children from Jiujiang city、all counties and all townships as respondents to survey the situation of the obtainment on the educational resources for children in urban and rural in Jiujiang. In the process of surveying, this research mainly uses two methods of interviewing and questionnaire survey. The method of comparative study is applied to explain the data and problems form the survey.By analyzing the survey data, it is found that there generally presents “Matthew effect” in the obtainment of educational resources for urban and rural children.Children in urban are superior to the children in township in the obtainment of school educational resources, what specifically are: in these aspects of obtainment of high quality school educational resources、the degree of teachers’ interaction outside the class 、 the level of students’ involvement, children from villages is inferior to the children form town in the quality of getting educational resources; in the aspect of out of school educational resources, children from town have more chances than children from villages in these aspects including the opportunity of having extracurricular class and interest-oriented class、the acquirement of extracurricular books and the access to internet; in the aspect of family educational resources, parents from cities put moretime and energy to children’ education than parents form villages.The reasons for existed gaps in the children’ obtainment of educational resources in JiuJiang are that:(1)the dual structural development model in urban and rural;(2)the different educational development polices;(3)the unreasonable management system;(4)the construction of hardware facilities in rural school is not in place;(5)the unbalanced development of teachers in urban and rural;(6)the families’ under-investment to children’ education. Besides,the gaps in children’ obtainment of educational resources in urban and rural can be lessened by following aspects:(1)balance the development of urban and rural,and adopt the “compensatory education” to shrink the gap between urban and rural;(2)adjust the existing schools’ distribution pattern reasonably;(3)increase the educational fund investment to villages and towns;(4)optimize the construction of teachers in villages and towns area;(5)families from villages and towns should enhance the value to children’ family education.
