With the development of social economy,the increasing demand for high-quality preschool education and the shortage of preschool education supply continue to deepen the contradiction,"it is difficult to get into the kindergarten,difficult to get into superior kindergarten,and even more difficult to get into a cheap and superior kindergarten" has become a hot social problem.The unbalanced resource allocation of preschool education in urban and rural areas leads to a gap in the development of preschool education,which to some extent damages the fairness of education.Guided by relevant theories of management and economics,this paper investigates and analyzes the current situation of resource allocation gap between urban and rural public preschool education in A city through literature review,comparative analysis and interview survey.Based on the perspective of government,this paper proposes countermeasures for optimizing resource allocation of public preschool education.This paper mainly has the following parts:The first part summarizes the basic connotation and relevant theories of preschool education resource allocation.The concepts of public preschool education,preschool education resource allocation,and the education fairness theory and the theory of public products were elaborated.The second part summarizes the connotation,content,standard and mode of resource allocation of public preschool education,and analyzes the government plays an dominant role in resource allocation of preschool education: makes relevant policies,optimizes resource allocation,provides financial support,supervises the allocation process,and creates incentive environment.The third part is comparative analysis of the current situation about the allocation of human,material and financial resources of the urban and rural publicpreschool education in the A city.First in terms of human resources allocation from public preschool education student-faculty ratios,teacher training,teacher title structure,age structure of teachers,teacher qualifications structure comparative analysis about the present situation of urban and rural gap,secondly in terms of material resources allocation from books and the number of data between urban and rural areas,urban and rural garden school building area,urban and rural farm games facilities and match with a comparative analysis about the present situation of urban and rural gap,and finally in terms of financial resources allocation in urban and rural preschool education funds investment,China staff income gap between urban and rural areas and urban and rural spending compared the situation of urban and rural gap analysis.The fourth part finds out some problems: the imbalance in the allocation of public preschool education resources in urban and rural areas,the high-quality public preschool education resources are scarce,and the allocation inefficiency in rural areas.The reasons for these problems are as follows: the "city first" development concept affects the government's financial input;the preschool education is not attached importance by the government;preschool education lacks incentive environment in rural areas.The fifth part is the thinking of optimizing the allocation of pre-school education resources in urban and rural areas.The specific measures include: increasing financial input to coordinate regional balanced development,speeding up legislation to enhance the government attention,strengthening government functions and creating an incentive environment for pre-school education.
