The Instiutional Study On Board Of Trustees Inchina’ S Public Institutes Of Higher Education From The Perspective Of Institutional Change

To establish a perfect board of trustees in china’s public universities is an indispensable part of the construction of modern university system with Chinese characteristics. National Platform for Medium and Long Term Educational Reform and Development Plan(2010-2020)has put forward some hot issues that have drawn the attention of the country, society and universities, including exploring construction of university council or board of trustees, completing society’s long-term system to support and supervise university development, and how to establish university board of trustees with Chinese characteristics.After the promulgation of Higher Education Law in early 20 th century and the implementation of National Platform for Medium and Long Term Educational Reform and Development Plan(2010-2020) in 2010, institutes of higher education have conducted bottom-up practice and exploration for board of trustees autonomously in the circumstance of completing autonomous university running of internal artificial person and the internal management structure. However, compared with board system of institutes of higher education in countries where their higher education is highly developed, Chinese presentn board of trustees is much different. Board Regulations for General Institutes of Higher Education(pilot) launched in 2014 has ruled that present board is an important form and system platform for institutes of higher education to realize scientific decision-making, democratic supervision and social participation. But comparison of board positioning, institutional framework setting, personnel allocation and board operation through text analysis of board regulation of 16 institutes of higher education shows that problems like unclear legal status, too simple and weakened function definition and incomplete operation system exist in present university board with consultation and deliberation function.Taking the text analysis as the main research tool and making use of institutional change theory and correlated interest theory, this paper proposes that consultation function of present board of trustees should be regulated and completed. Also, routes to explore the decision function of the board of trustees are put forward in accordance with the national requirements of constructing modern university system and completing internal management structure. These routes include implementing the requirements of Board Regulations for General Institutes of Higher Education(pilot) as soon as possible and promoting the construction, regulation and completion of consulting-type board of trustees(council) in the way of compulsory change; form of reform-type board of trustees with function of partial decision-making participation should be accelerated in the way of guiding change; ideal-type board of trustees with governing function should be gradually explored in the present framework of education law; In the view of circumstance requirements for board of trustees institutional change,legal status of the university board of trustees should be gradually improved,internal organization structure should be completed, responsibilities of the trustees with multiple functions should be defined, and operation system of the board of trustees should be integrated. With the gradual development of educational system reform, the decision-making board of directors is the inevitable choice of colleges and universities in China. But this is a slow process, which needs to overcome a series of difficulties. Although it will be full of frustrations but is a necessary process in this period. At present, from the point of the board of directors in China, we should be along the path of institutional change, encouraging to explore diversified system of board of directors. Thus, the board of directors will be along the established road from the current financing, consultation gradually to decision-making model to find the problems in the process of exploring and perfect in time, and cultivate the system of board of directors which needs for the development of system supply, making the board of directors gradually to be self strengthening in the process of development, promoting the development of the system of board of directors, and facilitating education system reform deeply.
