With the development of people’s life level, people pay more attention on children’s education problems. At the same time, the progress of society puts forward more requirements of talents. However, school education couldnot satisfy children’s desire for knowledge. So parents send their children to the tutorial agency which becomes chilren’s “second class.” The aim for parents’ sending students to tutorial agency is letting children learn more knowledge and become more successful in the future. In changnan, more and more tutorial agencies have developped fast which have become the unignorance part in education area. The writer is very interested in this phenomenon and do a research on it in order to find something which could solve some social problems even though just a little. basing on forefather’s over researches, the thesis analyses the social background and the problems of tutorial agency in nanchang and then finds the solving strategies. In next part, the author will tell the paper’s structure in details.This thesis is made up of four parts. The first part is the introduction, introdcing the origin of this research,the purpose and meaning of the research,the target and train of thought,the definition of related concepts,the research method,related research all over the world and the world attitude towards research aim. The second part mainly makes a point on the current situation of tutorial agency outside primary and middle school in nanchang city. By observing the current situation, the author finds a series problems which is related to tutorial education outside primary and middle school in nanchang. From the side of teachers working in tutorial agency, it has so many problems such as poor teacher resources, low salary and teaching with no certification.Starting from the agencies themselves, there are so many questions such as no one to supervise the phenomemon which the tuitor agencies have no certification,false advertising,strong and vicious market competition. This is the third part. The fourth part puts forward a series supervision system such as government supervision, school supervision,social supervision and agency autonomy.
