In this paper,Education supervision system is an indispensable component of modern education system in China,the provisions of article 24 of the education law of the People's Republic of China:the state shall practice a system of education supervision and the schools and other institutions of education system of education evaluation.Education supervision systemis carried out on the education ministry education supervision supervision,inspection,evaluation and guidance activities.Establish and improve the system of education supervision,not only is to fully implement the education policy,the need of implementing quality-oriented education,and realize the science and education,administering education according to law,strengthen the government's need of education macroeconomic regulation and control,but also the need of guarantee education priority development strategy.It with the education decision making,education form a education management system,is the modern education an integral part of scientific management system.Education supervision at the county level as the education supervision system of grass-roots organizations,a line contact directly with the education teaching,to direct supervision of a gleam of education teaching work,the county education quality supervision work to a certain extent,reflects the whole level of education supervision.However,with the further reform and perfect the management system of the basic education in our country,our country education at the county level to supervise soil and supervising content changed a lot,this requires our country current education at the county level have been the focus of the supervision by the supervision of villages and towns government and the school education teaching work to supervise government departments at the same level and school education teaching work within the county.But due to reasons such as traditional habits and system construction lags behind,the county education supervision work was hard to see substantial effect,and the academic research focus mostly on the education to supervise all aspects of the national or provincial research,and for this kind of comparative education supervision situation of grassroots attention is less.Therefore,this article will focus on the economics of education supervision at the county level,and in Henan Huaxian county enjoys the supervision of the education as a case study.This paper takes the county education supervision problem as the research object,using Huaxian county enjoys the supervision of the education as a case study,discusses problems of education supervision at the county level in our country,and the problems in the theoretical analysis,the Suggestions of China's reform and development of education supervision at the county level,and education for education supervision department to supervise the staff to improve their work to provide ideas and methods,to promote the education supervision can fully play its proper role.This article USES the research methods mainly include:questionnaire survey,select a few representative of all elementary school,junior high and high school teachers and some of their leaders of a questionnaire,also issued by means of network part of the questionnaire,and questionnaire for the concrete analysis;Interview method,the author according to the prior to a good interview outline of some schools and Huaxian county enjoys education supervisor office part of the staff of the interviews,and based on the analysis of Huaxian county enjoys the problems existing in the education supervision;Method of literature investigation,the author also by reading lots of literature,and through analyzing on the Internet to collect information about education supervision.The author from the meaning of education supervision and functional properties of the two aspects to define the connotation of education supervision,and shows the development history of education supervision in our country,provided the backdrop for supervision at the county level is discussed.On this basis,to Henan Huaxian county enjoys as a case,the education supervision from the institutions of education supervision,the supervision of the supervision content,function orientation,team construction,supervision work practice at Huaxian county enjoys education of primary and secondary schools the status quo of education supervision.And in the process of the research found that Huaxian county enjoys education supervision exist unclear understanding of education supervision,the supervision of the education troop construction lag,the supervision of the education effect is not obvious,and has carried on the theoretical analysis of these problems and find the reason,and then according to Huaxian county enjoys education supervision situation put forward some reform and development of education at the county level to supervise the Suggestions and countermeasures:establishing independent of the people's government at the county level supervision agencies;Perfect county supervision mechanism,strengthen the construction of education supervision agencies;Improve the system of supervision team management,strengthen the supervision team construction and so on.
