University is the highest level on behalf of a regional research and education organization, but also it represents of the human ideology, spiritual civilization and even the direction of development of all human, so you can say it’s development is closely related with the rise and fall of the nation.Along with the development of social and economic, people recognized the importance of knowledge, so the e population of access to higher education is rising quickly. China is a country with a large population, so the development of our higher education from elite education started toward popular direction. At the same time, the urbanization process of China is accelerated development, the country’s education and scientific research institutions are at the stage of rapid development, the idea of "the knowledge can change the fate " is to be verified, the Chinese government in order to meet people’s demand for the expansion of university campuses expand enrollment, and also promote cooperation universities and enterprises to jointly promote are the factors of the development of university, college campus is in a boom phase.In recent years, the development of education, the number of college enrollment is increasing, the shortage of classrooms and other hostels, facilities and equipment are cannot keep up with the development of the variety of universities, it is imperative to build a new campus area. Taiyuan is the smallest land and built area capital city of the six central cities, with the rapid development of Taiyuan, the shortage of land resources has become one of the main factors restricting the development. Therefore, the Shanxi province government decides to integrate the surrounding colleges and universities of Taiyuan, to build a comprehensive university campus. Jinzhong is the city adjacent to Taiyuan and with relatively flat terrain, with rich land resources, human resources, tourism resources and broad market space, but the poor technological innovation and the third industry develop slowly, so Jinzhong is the best position to build Shanxi university town.Based on the impacts of industrial structure and ecological theory of the relevant literature to find the elements of the impact of industry structure and ecological, the article selects the growth elasticity of land, land use structure and industrial structure coefficient of variation and ecological security evaluation P-S-R model, based on the land use structure on the basis of the impact, analysis the impact of industry structure and ecological environment of university town and Jinzhong City. Through the research and analysis, we draw the following conclusions:(l)The rate of change of land use structure in Jinzhong city grew 4.72 percent, the rate of change of industrial structure increased by 2.26 percentage points between 2010 to 2013. It shows the speed of industrial structure adjustment does not adjust the speed to keep up with the land use structure in Jinzhong City. This is because of the first and second industries are depend on the land, while the construction of university town makes Shanxi agricultural land area decreased 7446.13 acres, construction land area decreased by 1662.08 acres, so the first and second industrial development are influenced, while the third industry is not depends on the land and its development is not be limited. Therefore, the government of Jinzhong City should increase the development of modern agriculture and the third industries.(2)The result of ecological benefit evaluation of Jinzhong City in 2010 to 2013 is an upward trend, indicating that the ecological environment in Jinzhong City is gradually improving. In the meantime, the land resources ecological environment pressure of Jinzhong City reduced to 0.314, land resources, ecological state rose from 0.082 to 0.208, ecological, social and economic response increased from 0.013 to 0.141, the overall quality of the ecological environment is continuously improved.
