The world is currently being in a period of big development, and adjustment. Under the circumstance of world multipolarization,economic globalization and China's reform, H school has to enhance its ecological environment construction of human resource to gain an advantage.The micro ecological environment construction of human resources in H school tries to achieve following goals: building a well-structured HR group with professionality, creating a healthy HR environment, and providing essential HR resource to guarantee the development of H school. How to solve the following problems: 1. inadequate human resource equipment, ageing faculty structure, and the lack of academic leader and young middle-aged core teachers. 2. Human resource competition system can not play full role and needs improvement to be perfect. 3. The structure of talents cultivation is not reasonable. Continuing education is not paid enough attention to and the ratio of the well-educated is too low. 4. The training system of professional teachers is not perfect. At the same time, few training institutions can meet teachers' major requirement. 5. The proportion of professional and technical titles in school is not reasonable.Through descriptive statistic, reliability and exploratory factor analysis on 150 trial test, an evaluation system suitable for human resource system of H school is achieved, which including 3 first class indexes and 20 second indexes. Then after that, empirical study is made by this evaluation system on 160 regular questionnaires. With an application of evaluation indexes, the human resource environment of H school is getting better but still has space to be improved. According to the problems revealed by the evaluation, H school should strengthen its construction of faculty, specialty, teaching facilities, and campus culture, to build a satisfied HR environment.
