Employment has a vital bearing on people’s livelihood and to work is an innate right of man. Employment, which is closely related to the livelihood and survival of every household, is of great significance for such a populous country as China to address the employment issue. Since 2000 when the Chinese government mapped out the Western China Development Strategy, a total of over 90,000 volunteers recruited from university or college graduates had been dispatched to the underprivileged regions in Western and Central China starting from June 2003 to provide 10 specific services, including 1-3 years of teaching assistance, youth centre construction, legal service and more. Nonetheless, for those volunteers who have taken up their indentures, they have to face re-employment. So how to urge them to stay and work in their service destinations will have an effect on the economic and cultural development of the western regions.This paper conducted a study from the perspectives of the public administration,to Xinjiang once,during the east course three counties(Mulei Kazak Autonomous County, Qitai county, Jimsar County) and public policy on 300 volunteers’ status quo, problems confronting them as well as corresponding reasons, administration at all levels and voluntary services. Meanwhile, the paper tried designing an effective employment system that is suitable for volunteers working in Xinjiang Uygur Autonomous Region to probe into China’s voluntary service undertaking via drawing successful lessons from abroad. To settle this problem, advices and suggestions are as follows:Universities or colleges should enhance ethical education and be strict in singling qualified volunteers out, moderately adjust some majors to meet requirements of western development and award those students who join in the western development program. The government should improve preferential policies in a bid to encourage volunteers to stay and work in their service destinations, leave some manning quotas for them who take up their indentures and roll out relevant guarantee mechanisms as well as legal systems. The society and their families should show their support.Last but not least, volunteers should sharpen their competitiveness and change their stances on employment.
