Research On University Science Park Incubator Performance Evaluation

In the 1980 s,the first technology business incubator was established in China, more than 20 years in the past, our country has already become the No.2 superpower incubator in the world. University Science Park Incubator, which ba sed on research university or college groups, make full use of manpower and material resources, financial resources and other resources of university, through diversified investment channels, under the guidance and support of the government, to realize the transform ation of s cientific and technological achievements and enterprise incubation. Low conversion rate of scientific and technological achievem ents hinds the development of science and technology industry of our colleges. Howere, university science park incubator can connect the innovativ e chain which is interru pted by traditional research pattern and promote conversion rate of scientific and technological achievements. So, it is vital important to evaluate incubator performance. In china technology business incubator started behind the western countries, incuba tor performance evaluation is a worldwide problem, so far there is no unified theory a nd method, which will affect the development of university science park incubator.On the basis of reviewing of the literature home and abroad about incubator perform ance evaluation, the author analyses the development status of university science park incubator and existing problems. In view of university science park incubator has many similarities with the government, therefore, on the basis of “3E”m odel which widely used in the evaluation of government performance, the paper establishes “3E+Q”model to evaluate the performance of university science park incubator. This article selects six nationa l university science park of Liaoning province as the evaluation objects, and uses analytic hierarchy process(AHP) and the variation coefficient m ethod to determ ine weights, then uses grey com prehensive evaluation method to evaluate six national university science park incubator performance, and finally reaches into an rela tively objective evaluation result on the inc ubators. According to the result of evaluation, find the problem of liaoning u niversity science park incubato r performance, and then from three aspects of the culture of innovation, incubation system, risk investment and financing system, this paper puts forwa rd the suggestions to solve the problem of incubator performance of existing countermeasures.
