The development of special education can’t depart from the support and guarantee of policies and regulations.At the same time,policies and regulations are ahead of the development of the real society and plays a leading role of the special education to the future.Therefore,to speed up the research progress about the special education policies and regulations is very important to the reality and future development.In Taiwan,the development of the special education policy has experienced five stages.Those are enlightenment, trial spread, construction,booming and delicate service.At present, Taiwan has formed a series of laws and regulations to protect the disabled children to receive education,such as “The law of the special education”, “Development and improve special education plan in five years”, “the report of the disabled education”, “The plan of the disabled students in school twelve years ”and so on. In this paper, the writer starting from the perspective of comparative analysis, through to tease the special education policy content and the effect of the disabled students in Taiwan,analysis of the relevant regulations for the disabled students who are in primary and middle school, summed up the characteristics of special education legal system in Taiwan, in order to provide some advises for the development of special education in our mainland area.This thesis has been divided into six parts:The first part is introduction, including research origin, the related concept definition, research purpose and significance, literature review, thesis theoretical basis,research ideas,research methods,research condition and the possible problems. The second part is to analyze the background of the special education policy in Taiwan by describing the development and current situation of special education and the special education service agency in Taiwan. The third part is to explain the main content of the special education policy for the disabled students who are in primary or middle schools.Mentioned in the fourth part is the analysis of data to prove the achievements of special education policy in Taiwan.The fifth part is basis on the describe the existing problems for the special education policies in Taiwan and then in the six part,give the following five suggestions: perfecting the special education and the legal system, direct the policy development;establish and improve the award aid measures, to help more students to go to school; remedy the loopholes of the barrier-free environment construction campus,build campus support systems;special education administration electronic,establish administrative support network;improved multiple settlement system,to realize the inclusive education ideal.The last part is epilogue.
