With the acceleration of China's reform and opening,China has gradually taken the importance of education for disabled students seriously.Vocational education is one of the required courses for disabled students to learn vocational skills.Relevant departments pay more attention to special education schools and improve vocational skills of disabled students.This paper analyzes education policy of special education schools with the literature method,historical research method and content analysis method.In 1989,?Notice on the Opinions of Developing Special Education? says that "Special education schools should carry out the policy of developing moral,intellectual,physical,and aesthetics and labor education.Labor skills and vocational technology education should be effectively strengthened,which could create conditions for students to participate in social life and adapt to the needs of society".It clearly points out the concern of education for disabled students.In 2017,the new revision ?Education for Disabled Persons?states that " The development of secondary vocational education and vocational education should be accelerated in the process of education for disabled persons." The policy requires a higher level of vocational education for the disabled.Therefore,to deepen the study of vocational education policy in special education schools is not only beneficial to the development of vocational education,but also is helpful for students with disabilities to receive better vocational education.First,this paper expounds the vocational education policy of special education schools,discusses the vocational education policy at home and abroad,and analyzes the achievements and deficiencies of the research in our country at present.At the same time,this paper discusses the theoretical and practical significance of vocational education policy in special education schools,defines the core concept of the policy,and puts forward new concepts of the policy.Next,the education policy of special education schools is discussed in terms of theoretical basis,value orientation,function,characteristics and influencing factors.Then,the changes of vocational education policy in special education schools since the reform and opening are summarized.This paper also sums up the text content of vocational education policy in special education schools during different historical periods,and analyzes the characteristics of the policy at that time.And then,this paper analyzes the current situation of education policy in special education schools since the reform and opening,including the main contents,achievements and problems of the policy.Finally,the paper puts forward the principle of education policy and the solution to the problem of education policy.
