It is for a long time that the preprimary education can`t be paid more attention and developed especially in the national poverty area.There are so many prominent problems about the preprimary teachers in the national poverty area and it has an tremendous effect on the preprimary education`s sustainable development. Since the 17 th CPC National Congress, the nation and local goverments at all levels consider developing the preprimary education as an important content to pay attention to people`s livelihood and improve it. Having a sufficient quantity and high professional quality preschool teachers team is the fundamental guarantee of the high-quality preprimary education.The study will discuss and solve the problems snd countermeasures which lie in the development of the preprimary teachers team in the national poverty area during the time when the nation and local goverments at all levels pay more attention to the preprimary education.We chose 15 kindergartens from Zhijiang County and many towns to have a questionaire and discussion for nearly a month,and had an analysis about the related materials which we collected finding the present characters of the preprimary teschers team’s deve;opment.These characters are following:(1) The structure of the preschool teachers team’s is abnormal;(2) The professional recognition of the preprimary teachers is not high and the stability is low;(3) As a whole,the preprimary teachers professional quality is low;(4) The primary teachers professional growth lags;(5) The Kindergartens lack of teacher professional development environment. I had a deep analysis about it and thought the reasons for the situation are:(1) The government can‵t fully bear the responsible for constructing the preschool teachers;(2) The subject of preschool teachers can`t be strict in the training quality;(3) The preschool teachers professional development isn`t sufficient;(4) The kindergarten can`t fully play a role in the construction of the teachers.The writer put forward to some countermeasures and suggestions about the preschool teachers` development in Wuling mountainous area:(1) Strengthen the management,the government practically bear the responsibility for constructing the preschool teachers. Carry out the policies and rules which are drawn up by the Party and the nation, accelerate the national poverty area; establish and improve the management system of the preschool teachers;take the training work of the preschool teachers seriously in the national poverty area; increase fund and give then money to support;(2) Construct the subject of education which is based on institutions of higher learning standardize the major setup in higher teaching institutions;set up the educational subjects of the preschool teachers scientifically, emphasize professional training, educate the professional talents; set up the brand-new “step by step training” system, promote the professional development of the preschool teachers;(3) Kindergartens are main lands for the construction of the preschool teachers “People Oriented”, set up the cultural environment for the teachers’ professional development;emphasize the training which always occurs at their own kindergartens, develop the teaching and research which always occur at their own kindergartens positively; pay more attention to the teachers` psychological health education.(4) The preschool teachers’ self-discipline is the fundmental drivimg force for the preschool teachers` professional development. Firm the professional ideas scheme the professional development; learning forwardly, grow up in the self-examination have an action reseach, improve the practical ability.
