In recent years, social work as a profession has been great development, social work agencies are springing up all over the community to work as a social work of the three methods of work in one practice in the process of social developmental so played as significant role. This time, mainly through a case study to examine how the use of professional social work organization methods and techniques to cultivate community social organizations, social organizations foster community social status in the community, nurturing the difficulties and deficiencies exist in the process as well as methods and strategies need to be addressed specifically.The existence and development of community social organizations first need legal status, that meet the social legitimacy, political legitimacy, the legality of administrative, legal legitimacy.
