Since July 2009, Zhejiang Province has been implementing the policy of attracting outstanding overseas talents (1000 Talents Project of Zhejiang Province), in order to contribute to the economic growth and social development of Zhejiang Province. As shown in official data, that policy has been truly making contribution to Zhejiang Province. However, after the interview of several stakeholders of that policy, we find that it has some limitation. Thus, whether that policy is a successful public policy or not is worth considering. This study explores whether 1000 Talents Project of Zhejiang Province is consistent with the standard used in appraising public policy based on the theory of stakeholders.In order to give a background to later analysis, this study has employed the method of text analysis to make comparison of 1000 Talents Project between Zhejiang and other provinces. It showed that the policy of Zhejiang Province has made no difference compared to that of other provinces. Meanwhile, the environment that is essential for the development of talents has not been included in the policy.Then, through coding analysis to data collected by interviews of stakeholders and descriptive statistics to survey data of the target group and, this study showed the policy of attracting overseas talents of Zhejiang has conformed to the standard of result, process, responsiveness, fairness and sustainability to some extent, though it still has some limitation.Based on the results of policy analysis, this study proposed to enhance the standard of result, process, responsiveness, fairness and sustainability by changing ideas of introducing talents, developing suitable standard of evaluating talents, strengthening the soft environment for talents, improving the administrative efficiency, promoting transparency of process, increasing the support for local experts, improving the service for talents and establish exit mechanism of that policy.
