Since the 1950s, the colleges and universities in the United States have began the practice of the strategic planning. With the increasing competition of the global higher education, the popularization stage of higher education of China, the continuous expansion of the autonomy in running schools of higher education institutions, and the emerge of all kinds of problems that the higher education in our country encountered in the process of development and the implementation of strategic planning, the strategic planning research in Chinese colleges and universities is urgently needed. At the same time, along with science and technology are playing an increasingly important role in economic society, the large demand for engineering talents makes the research on the strategic planning of science and engineering research university have a special significance.This paper adopts the methods of case analysis and content analysis, and carries out a case analysis for the strategic planning textbook of 4 foreign and Hong Kong research universities of science and engineering, and conducts a content analysis for the strategic planning textbook of 30 domestic research universities of science and engineering. Through case analysis and content analysis, this paper gets the main conclusions:(1) the strategic planning of research universities of science and engineering at home and abroad pays attention to environment analysis in procedure, and lays emphasis on the strategic measures of both teaching and research in strategy. (2) The strategic planning of research universities of science and engineering in China lacks detailed terms of formulating and executing procedures in procedure; and in strategic measures, lacks the reasonable arrangement of resource allocation and the effective scheme of talent cultivation. On this basis, this paper puts forward some suggestions.
