In the1990s’, higher education of China has been into the period of popularization. Higher vocational education, as a branch of higher education, is more and more important and popular in the society. To promote the teaching quality of higher vocational education will undoubtedly become an important way to achieve higher education. Teaching quality of higher education is the foundation of school. It’s the key point of school’s development. It’s the live of a school. With the development of our society and economic and the requirement of all kinds of profession, to build and improve teaching quality assurance system of a higher vocational school is a very important way and development plan.Text mainly details from the four aspects:(1) The connotation of teaching quality assurance system of higher vocational education under popularization.(2) The experience and inspiration of teaching quality assurance system of higher vocational education from our countries and foreign countries.(3) The basic theories of teaching quality assurance system of higher vocational education.(4) The construction of teaching quality assurance system of higher vocational education. According to completely understand and learn enough the higher vocational education and teaching quality of school, constitute a more rigorous and reasonable system of discourse structure.The ISO9000quality standards system and total quality management (TQM), as the basic theories, it helps to build a new and effective teaching quality assurance system of higher vocational school. There are four subsystems:(1) Teaching quality management assurance subsystem, it mainly emphasizes to play a leading role and to work out teaching management system and implementation plan, to strengthen the construction of teaching management team.(2)Teaching quality performance assurance subsystem, it requires schools to establish diversified executive main body and professional dynamic adjustment mechanism, and to strengthen the construction of practical training system, to strengthen the construction of faculty and similar work attaches great importance to the students, to improve vocational culture execution.(3) Teaching quality supervision assurance subsystem, it mainly bodied the establishment of face to face teaching supervision system, and to establish the scene dynamic teaching inspection system and to create diversified examination mechanism.(4) Teaching quality feedback assurance subsystem, information feedback to ensure teaching quality from the result of teaching and the process of teaching. Through information feedback and timely treatment, it achieves the final effect of quality assurance. Based on the PDCA cycle method theory, the four subsystems build a dimension, scientific development and characteristics teaching quality assurance system.
