The unbulance development of complusary education problem has became a current urgent question that our education reform has to face, also it is the hot topic of education research area need to study more.There are two methods to solve this kind of problems, one is to increase the educational investment to change the hardware of school,second is to have the teacher flow to balance the teachers among the schools.Along with our country market economy gradual establishment, The society is experiencing the unprecedented transition period. Regardless from the aspect of rationale or the reality, teachers as one of the importment part of society human resources that teacher flow beacome inevitably.From the point of school, Reasonable teacher flow can optimize teacher team,promote metabolism of teacher team,enhance the vitality and vigor of teacher team,it is very importment for the promate quality of the teacher team.From the point of teachers, Reasonable teacher flow can change the mental outlook of teachers and realize the individual value.But teacher flow in our country present some traits like unitarity and blindness rencently.These traits must influence the tracher team built even the development of compulsory education enterprise.The reasons of the this phenomenon results from teachers,schools,society and government.Moreover the lack of law is also an importment reason.This research mainly uses literatures,interview survey,as well as comparison methods to study the junior school teachers flow in Haigang District, Qinhuangdao city from the view of balance development of complusory education.The goal is to study the present situation of teacher folow and abstract the trait, also find the reasons of this Phenomenon, as well as propose some reasonable suggestions.The main text divided into five parts specifically:the first part,introduction. The reason of selecting this topic and the research significance will be introduce, the existing related literatures will be combed,the related concepts will be defined as well as some research techniques will be explained.The second part, the thory and reality of teacher flow from the point of compulsory education balanced development.This parts mainly discuss some thoeys relate to this research. The third part,The teacher flow present situation in Haigang district Qinhuangdao city junior schools.This parts combe some teacher folw data and induce some traits.Futhermore,discuss the interview records from the teachers and presents.The forth part,the traits and reasons of teacher flow in Haigang district Qinhuangdao city junior schools.After the discussion this parts mainly to find the reasons of teacher flow.The fifth part,the suggestions about teacher folw to promt the compulsory education development.After knowing the traits and reasons of teacher folw this part give some suggestions to promote the reasonable teacher flow as well as study Japanese Teacher Flow System as a model.
