Since the start of 2014, President Xi Jingping has taken the "zero tolerance " attitude to corruption at the third meeting of the Commission for Discipline Inspection of the Central Committee of the CPC, which paves the way for the year-long anti-corruption campaign. It has been long that the focus of the administration and the public is on the corruption abound in fields of politics and economy, while the educational corruption, with it being hidden, complex, and chronic damaging effects, undermining the foundation on which our nation is built, is being overlooked. Bribery, embezzlement, illegal charges, trade between power(money, sex) and academic degree, fraud of recruitment examination, forged scientific research, budget loss, paid tutoring, absence of work ethic in teachers, all these things combined has made the field of education a hotbed for corruption,The basic education in particular,which,is vital to the fortune of the nation and people’s livelihood,spurs the public’s discontent. The thesis reviews the papers of the chaotic education system and pubic participation, and studies with focus the subjects ,content and methods of public participation in the process of dealing wi化 the chaotic basic education system. With questionnaire survey and case analysis shedding light on the form,willingness,result,and relevant factors of public,s participation in dealing with the chaotic educational system, facts are clear about how the public participation in dealing with chaotic educational system is. Cause and effect analysis is then made, on basis of which the solution to public participation mechanism in dealing with the chaotic primary and secondary education system comes by.According to surveys and Ksearches, the ways fbr.public participation in educational anti-corruption have undergone changes to some extent. Media and network are more and more favored by the public. The public’s awareness of participation in dealing with chaotic educational system has improved but not to the extent where it is not susceptible to the myriad of factor outside or inside. It is yet to be improved. At the same time, the public does not adequately realize their responsibilities for dealing the educational problems, quite a few of whom do not recognize their roles in the great campaign. According to the research, the public participation rate is quite low and a lot of them show concerns and worries when asked to participate. The reason for that boils down to subjects themselves, society and system. Therefore, the thesis provides suggestions from three perspectives to deal with chaotic primary and secondary educational system, i.e., making policies to ensure it, publicizing to raise awareness about it and encouraging people to participate in it. Serving as suggestion and advises, the thesis hopes to facilitate and complement the upcoming policies by offering the effective ways for public participation.
