Teacher is the engineer of human beings, it benefits the development of national human resources, the enhancement of the quality of entire population and the innovation of the cultural idea. The 21 st century, with the coming of knowledge economy era, every nation regards educational innovations as an important link of its modernization. As the notion of the importance of education continuously deepened, teacher quality has also become a growing issue in our society. The quality of the faculty is the key of the quality education, and it is a common strategies to build a high quality teaching staff among each country’s comprehensive national competition. In the era of the constantly acceleraing social changes, the changing industrial strctures and the striving for professional demands, teaching is a special knowledge. Since teacher qualification system is considered as the most important part of the teacher’s education quality guaranteeing system, its development and innovation has become an important task in each country’s educational reform.However, our country’s teacher qualification system started late and grew slowly and there exists many problems. In the context of teacher professionalization become the core concept and primary trend of international teacher education and examining the shortage in our country’s teacher qualification system reform, it is necessary to advance teacher qualification system reform strategies corresponds with the situation of our country.This study mainly uses the literature method and interview method as research methods. Research issues include: present reform situation in primary and middle schools teacher’s qualification system; practical problems arising in the reform;suggestions of perfecting the system of primary and secondary school teachers.Through the implementation of the reform of teacher’s qualification system in our country, we hope to find the existing problems in the reform and combine the theory seek to improve the reform measures and countermeasures.The study found that teacher’s qualification system in the reform of our country existed the following problems: a single teacher’s qualification certification agencies;low qualification of teacher’s academic requirements; teacher’s qualification examinations did not pay attention to regional differences; lacked of teachers’ qualification for teaching ability study; classification of teacher certification incompleted; financing and liquidity problems of the teacher qualification; teacher regularly qualifications register lacked the test evaluation; teachers exit mechanism was not perfect.To solve these problems existing in the reform of teacher’s qualification system in China, in conjunction with the teaching theory and interviews, this study makes the following recommendations on the basis of reflection: teacher’s qualification examinations should pay attention to regional differences; teacher’s qualification should focus on education and teaching abilities; teacher’s qualification and professional institutions should be established; rational planning of teacher certification category and rank; scientific standardizes the flexibility and mobility ofteacher’s qualification certificates; scientific assessment the teacher’s qualification register on a regular basis; establish the withdrawal mechanism of teachers to ensure the rational and orderly development of teachers.
