With the advances of curriculum reform in elementary education, the research of local curricula in China has been developing gradually in spite of some problems. In northern part of Fujian Province, economy and culture lag behind other areas. The development and implementation of local curricula have many problems as well, lacking relevant research. Thus, this paper selects the current status and development of local curricula in elementary schools of Fujian Province as the subject of this study. This paper consists four parts:The first part is introduction. In this part, the reasons, purposes, values, methods and definitions of concepts of this study are elaborated, introducing current status and trends of the research in this area at home and abroad. The second part is the development and implementation of local curricula of elementary schools in northern Fujian Province. The subjects of the questionnaires in this paper are teachers and students from four cities (county), namely:Nanping city, Wu yishan city, Guangzhe county and Shaowu city. Interviews were conducted with teachers who have been taken part in compiling the local curricula, presenting the development and implementation of local curricula of elementary schools in northern Fujian Province comprehensively and systematically.The third part is the questions and analyses during the process of developing and implementing the local curricula of elementary schools in northern Fujian Province. The questions are:first, teachers fail to understand properly the local curriculum and the relationship among local curriculum, school-based curriculum and central curriculum. Second, teachers don’t take an active part in developing the local curriculum. Third, local curricula have always been substituted by other subjects, lacking appropriate condition of implementation. Forth, it is short of relevant evaluation systems.The forth part is solutions to the problems during the process of implementing the local curricula of elementary schools in Fujian Province. The solutions are:(1)Setting up the special institution for implementation and developmental guidance of the curricula. (2) Determining the main parts of diversified local curricula. (3) Strengthening the quality-oriented education to promote students’ all-round development.(4)Making full use of various teaching approaches. (5)Building up the evaluation systems of the local curriculum. (6) Promoting the teacher training to improve teachers’ professional competence.(7)Carrying out the construction of curriculum resource by way of joint development among regions.
