With the further development of economic globalization, improving national quality and promoting the competitiveness of the country will depend on the talent team, And talent training depends on education. As a talent training base and an important force in scientific research fields, universities play an important role in the three strategies of enriching our country through science and education, talent, and sustainable development.Therefore, education is closely related to national economic and social development.University performance salary reform is an important part of the income distribution reform in our country. In 2010, the primary and secondary schools, public health and basic medical institutions implemented performance salary reform in succession, then the national government implement performance salary reform among the other Institutions, including universities. But so far, there are still quite some universities haven’t implemented the reform. On the Marx’s income distribution theory, and using the reasonable elements of western economic theory of income distribution, this paper analyzes the problems that universities’difficulties to push forward the reform. Through the analysis of the historical evolution of Chinese University wage system, and the reference of college salary system in some foreign countries and areas, this paper put forward some Suggestions to improve the performance pay reform, one is policymakers-the governments, and the other is policy implementers-the universities.
