Colleges and universities are playing an important role in cultivating high-quality talents, developing high-tech and providing high-level services in the development of a country. The strategic salary system reform, for the development of the potential of existing teachers , attracting outstanding talents, so as to establish high-quality teachers' teams, to improve the competitiveness of colleges and universities plays a vital role.The reform of teachers' performance pay is one of the most important reformations of personal system. This payment reform is to ensure and increase teachers' income level, on one hand, to stabilize teachers and encourage them to teach for their life, and on the other hand, the performance-oriented evaluation lean to the outstanding and one-line teachers can mobilize the enthusiasm of teachers. The performance wage system reform,its advantage is obvious,but at the same time,due to the development of the system has some not mature, it appeared some problems in the implementation process. These hindered the implementation of the performance salary system reform to a certain extent. Therefore, how to ensure the full implementation of the performance salary system reform to teacher's incentive,equity , becomes the key issue.This dissertation mainly uses the historical method, literature analysis method,experience summary method, comparison method, with time as the main line, and reviews the history of the wage reform development in our country. And on the case of N university, we could find the problems in the current college performance salary reform. At the same time, by studying the situation of the performance wage system reform in the United States,Britain, Germany and India university,summing up experience , then putting forward the corresponding policy adjustment suggestions for the problem in the implement of colleges and universities to make sure the accomplishment of the performance wage system in our country.
