Public elective courses aim to develop students’ knowledge, improve students’ knowledge structure, enhance students’ comprehensive quality, guide students to dabble in different fields, master the thought and method of different disciplines and strengthen the student’s personality. Due to the local undergraduate universities are still in the transformational development period, the guiding ideology, curriculum, teachers and management mechanism are relatively weak, which makes the quality of public elective courses is not satisfied. Therefore, how to improve the teaching quality of public elective courses and how to build an assurance and monitoring system have great significance to local undergraduate universities.Taking Wuyi University as an example, this thesis firstly discussed the present problems of the public elective courses in local undergraduate universities. In the thesis, the literature research method, questionnaire survey, and theoretical analysis were applied comprehensively. Then, the thesis proposed the principles, guiding thought, framework and the operating mechanism in building up the teaching quality assurance and monitoring system of public elective courses. This study is of great significance to the teaching quality monitoring of local undergraduate universities.
