At present, the quality of human resources has become a key factor restricting economic development of a country and the region, human resource has become an important way for enterprises to gain competitive advantage. Our human resources development and management presences some problem such as labor cultural level is generally low, unbalanced regional development, management mechanisms need to be improved, and other issues. Government put in a very important position to strengthen human resources training, the establishment of vocational qualification certificate system is one of the important measures. Vocational qualification certificate system has achieved rapid development in our country since the establishment, but there also shows confusion in the market, flood certificates, management is not in place and other issues, government is also constantly working to rectify in the implementation of the system. Currently, the study of vocational qualification system mainly focuses on the basic theory of this system, the analysis and evaluation of the system itself, etc. But how the vocational qualification system practices in the corporate, and how the impact is on practitioners, those also lack decency analysis and research. Based on that, this paper studies the impact of vocational qualification system for human resource. There are some practical significance to conduct a study from staff recruitment, training and learning, performance appraisal, compensation management, labor relations management, and any other respect.This paper first analyzes the origin, development and theoretical basis of professional qualifications system through literature review, summarizes the research literature of human resource management effectiveness, divides the human resource management effectiveness into six dimensions, as staff recruitment and configuration, training and learning, employee involvement, job performance, pay and benefits, job security and development, determines the measurement methods of human resource management effectiveness by developing scale. Then combine the human resource management effectiveness with three aspects as if employees have a vocational qualification certificate, the categories of certificate and grade level of certificate. Next establish the relational model and propose hypothesis. After the survey, data collection and statistics, verify the thesis hypotheses and correct model using empirical analysis method. Final conclusion:(1) vocational qualification certificate system as a whole has a positive impact on human resource management;(2) employees hold professional and technical level qualifications impact on human resources management in the largest;(3) the impact of the grade level of occupational skill testing qualification on human resources management is insignificant; (4) the grade level of professional and technical level qualifications has a significant relationship with human resource management effectiveness. |
