This article is based on a research on the professional social work organizations located in Beijing, Nanjing and Shenzhen by conducting interview and questionary survey to the agency chiefs and the front- line social workers, through which the result found that there are both similarities and differences in var ious professional social work organizations in typical cities. For the aspects of universality, generally speaking, the social work agencies in these three cities are not large, but the service provided is nested in a broader field. Meanwhile, most of these organizations are facing with the shortage of capital and professionals. For the aspects of individuality, there contain some dissimilarities in the agencies because of the differences lying in the aspects of politics, economy and culture between those t hree cities. The front- line social workers in Beijing, Nanjing and Shenzhen have their own trouble. The major problem influencing their work goes to low wages and huge pressure. At the same time, some social workers think they are lacking in professional k nowledge. All of these factors restraint the development of the agencies. Under these circumstances, agencies and social workers can resort to their own efforts for improvement, and the country can help resolving problems by policy making and policy support. The aim of this comparative study is to analyze the development situation of the professional social work organizations in Beijing, Nanjing and Shenzhen from multiple perspectives, and put forward resolving methods through comparing similarities and differences, in order to improve the social work development.
