With the development of science and technology, information technology has changed people’s life,work and study mode. The development of information technology has brought great changes to the classroom teaching, in the vast rural teachers a higher request. Since 2004,the Ministry of Education issued " the standards of teacher’s educational technology abilities(Trial)" since, carry out the information technology application ability training work of primary and secondary school teachers have all over the country, but because of the "make it rigidly uniform", "uniform" training method ignores the teacher between learning ability, learning style and cognitive level etc. The difference, makes the training effect is not optimistic. "Adaptive learning" is according to the differences of learners cognitive ability, cognitive level and learning style and so on to provide learners with different learning schemes, meet a way of learning the individualized learning needs. In view of this, the author put forward the research.In order to accurately understand the ability of rural information technology application level of actual conditions, provide reliable support and basis for the adaptive learning system design, the author from the town ship of Guizhou province to do the research of primary and secondary school teachers. This article mainly from the rural primary and secondary school teacher’s ability of applying information technology status quo, demand analysis, system design and application of adaptive learning system to explain. In the process of system design, the author puts forward the structure model of adaptive learning system. In addition, the content in the system design process, has carried on the preliminary exploration of the teacher’s ability of applying information technology in primary and middle schools of knowledge content and knowledge division, hoping to provide a reference and contributions to the development of the teacher’s ability of applying information technology in primary and secondary schools.
