The overall reform experiment in primary and secondary schools is the end of the Cultural Revolution in the late 1970 s, Under the implementation of Reform and Opening up, the "Three Theories"(systems theory, information theory, cybernetics) methodology is on the rapid upsurge in the experimental reform of primary and secondary education. It is mainly a systematic methodology for theoretical guidance, stresses the importance of coordination between the various elements of the relationship between education, builds and optimizes the educational structure of many educational elements. In order to achieve the overall effectiveness of school education to promote comprehensive and coordinated development of students. As a whole, development of primary and secondary schools, experienced a spontaneous reform experiment, together with the government, to promote civil society, but it’s difficult to promote because of "plateau", which is all permeated with its own advantages and limitations of development. To understand the basic situation of China’s contemporary educational reform experiment is based on our review of the overall reform of primary and secondary schools and experimental study.Through the study of the development process of the overall reform of primary and secondary schools, the basic profiles and typical cases described the situation of China’s overall reform experiment rise and development of primary and secondary schools. In this study, the law of the background and development of experimental departure, the study is from 1978 to 2000, its stage of development can be divided into four stages: self-exploration phase(1978- 1985), the positive development phase(1985- 1988), the promotion of summary stage(1988- 1993), themes phase(1993- 2000). Study the basic overview of the major reforms is to clarify the meaning of the whole experiment, theoretical foundation, basic principles and experimental type, etc. And enrich the overall primary and secondary school reform. Finally, through a case study of Shanghai Experimental School, Chengdu Experimental Primary School, Hangzhou Tianchang Primary School,those three experimental schools have a representative on the overall reform of its development process of the experiment, to start the implementation process and discussed in detail the characteristics and experimental evaluation.Upon the above analysis, combined with the history of literature, the overall reform of primary and secondary schools in the reflection of success and failure is based on experiences, to inspire today’s primary and secondary education reform experimental, which upholds reflective reform education and protracted experiment in-depth research; abandon the "novelty taste different" education "experiment", based on the real innovation "experiment"; the "advantage" and "avoid short" as the design and implementation of educational experiment two road-maps.
