In November 2013, the CPC had held the Third Plenary Session of the 18 th CPC Central Committee, and the Decision on Major Issues Concerning Comprehensively Deepening Reforms had been adopted. The Decision clearly put forward to improve institutional mechanisms for promoting integrated urban and rural development, and improve institutional mechanisms for the healthy development of urbanization. It also requires human-centered urbanization of China’s new roads to boost the new rural construction to improve the level of urbanization, accelerate the development of small towns to cities and towns in both construction and promote the importance of urban construction industry; continue to adjust the urban space structure, constantly optimize the social management pattern, effectively enhance the city’s comprehensive carrying capacity. And promoting the rural transfer of population as an important aspect of enhancing the bearing capacity of the city, which plays an important role in promoting the construction of new urbanization process. In accordance with the terms of the transfer of the agricultural population into urban residents at the same time, to be built, the town of qualified workers and skilled personnel to speed up the modern occupation education system in urban and rural areas based on the fast train. This special urbanization construction and talent training of urban and rural background occupation colleges to strengthen the double qualified teachers construction, improve the education quality of teaching and talent cultivation is also put forward higher requirements."Xunzi ? rough" had said that "National prosperity, the teacher will be important...... National depression, the teacher will be insignificant", established organic connection between the teacher and the fate of the nation. Therefore, in the context of urbanization, to promote the construction and development of the country, we must pay attention to the construction and development of urban and rural vocational college teachers. And the double qualified teachers as the backbone of teachers, vocational schools should become the focus of strengthening and building. At the same time, we should take the word of the general secretary of that "teachers teach the education source" as a guide, in accordance with the spirit of the document of that "State Council on strengthening the construction of teachers’ opinions"(Guo Fa [2012] NO.41, hereinafter referred to as the "opinions" spirit of the document in 2012), to reach the goal of improving the quality of education and pay attention to double qualified teacher. Only this can we improve the double qualified teacher training system, and improve the skills to vocational schools from teaching system.In particular, there are four issues existed in the process of urbanization,such as "Double" the number and structure of teachers construction imbalances, evaluation and incentive absence, lack of investment and supervision, teacher and practicality is not strong, and rural vocational schools should be strengthening and improving the status quo double qualified teacher team building as the key to a sufficient number of reasonable structure, lean and efficient as the goal, strengthen vocational education teaching staff, raise the level of ethics and professional ability, enhance the double qualified teacher teach educating people’s sense of honor and responsibility. Should be co-ordinated plan for guidance, a reasonable proportion of the structure, a sound training system, improve the incentive mechanism for the goal to strengthen the double qualified teacher building efforts, accelerate the pace of double qualified teacher construction, in order to build stronger vocational colleges teaching team strength, promote vocational schools to provide better services for the urban construction and development services, and contribute to the building of a harmonious socialist society.
