At the age of knowledge economy, innovation plays a vital role in international competition. As one of strongest province in economy and technology, Jiang Su views driven innovation as strategy core of its eco-social development. Recently, although patent quantity experiences sharp expansion, its quality keeps comparative low level.The advantages and disadvantages of patent quality present the high or low achievement of innovation province construction in Jiang Su truly as patents are a key step of driven innovation.Analyzing the connection between patent quality and innovation reflects the important influence of patent quality on technology innovation. At present,there is no uniform definition of patent quality at home and aboard.some definitions of patent quality consider how well the patent meets the statutory substantive requirements particularly while others only emphasize one factor of legal validity and economic perspective.The paper indicates the ultimate momentum of patent technology improvement is innovation ability rising and market prospect for the essence of patent is technology.First of all,this paper defines patent quality from view of innovation strength. This definition is abroad and relative concept which focuses on all factors of legal,technology and economy. Secondly, based on patent quality indexes built, the paper analysis it qualitatively and quantitatively.As the existing indicators complicated, from the perspective of innovation the paper inspires from existing indexes and builds new instractors. Using Grey Model analyses influential degree of every index on patent quality under the background of innovation in Jiang Su. Lastly,from the angle policy collaboration, inner factors of patent quality and universities,the author puts forward some advises and suggestions to improve patent quality in Jiang Su.
