Chinese universities have abundant patent resources,and promoting the transformation of university patents has been an important part of the reform of chinese patent system in recent years.However,the efficiency of patent conversion in universities in China is still at a relatively low level.The reason is that all sectors of the society are not fully aware of the mechanism of patent quality affecting patent conversion in universities,and reform measures in various aspects have not yet resolved the "emphasis on quantity and lightness of quantity" in Chinese universities.Issues such as “quality”,“applying more than implementation”.In the context of the in-depth implementation of the strategy of strengthening the country with intellectual property rights and the strategy of innovation-driven development,the transfer and transformation of scientific and technological achievements of universities is essential to promote the construction of the national innovation system and enhance the scientific and technological innovation capabilities of universities.Issues such as the transformation of university patents and the quality of university patents have received widespread attention from all walks of life.However,the theoretical and practical circles have not given answers on how to most effectively promote the transformation of university patents by improving the quality of patents.Therefore,it is necessary to conduct in-depth research on the effect of patent quality on the transformation of patents in universities.Most of the existing researches demonstrate from the perspective of theoretical analysis the promoting effect of improving patent quality on the transformation of patents in universities,but few documents have conducted empirical studies to verify whether there is a correlation between the quality of patents in universities and the efficiency of conversion.In the limited research results,patent quality is usually regarded as a single-dimensional variable,and researchers have not conducted research from different dimensions of patent quality.However,the above-mentioned research results provide limited reference for policy makers in our country.Based on this,this research mainly analyzes the effect of patent quality on the transformation of patents in universities from three different dimensions:technical quality,application quality,and legal quality.Through the use of knowledge transfer theory,transaction cost theory,and information asymmetry theory to analyze the process of patent conversion in universities and the role of patent quality in it,this study found that the three dimensions of patent quality have different effects on patent conversion in universities,and The impact effects are heterogeneous when different technical fields and universities adopt different cooperation strategies.In order to verify the correctness of the above theoretical analysis,this study uses the patents of inventions granted by the first-class universities in 2010-2015 as the research sample,and uses the propensity score matching method(PSM)to empirically test the relationship between the quality of university patents and patent conversion.The main conclusions are drawn:(1)From a comprehensive point of view,the total effect of patent quality on the transformation of patents in universities is positive,and the improvement of patent quality can effectively promote the conversion of patents in universities.(2)From the perspective of different dimensions of patent quality,technical quality has the greatest impact on university patent conversion,followed by examination quality,and application quality the least.(3)From the perspective of the heterogeneity of the effect,the effect of patent quality on the transformation of university patents varies with different technical fields and types of cooperation: in the fields of agriculture,light medicine and electricity,the effect of patent quality is the most significant;compared to other fields Types of cooperation,the improvement of patent quality under the school-enterprise cooperation model has a more significant effect in promoting patent transfer and licensing.In this regard,Chinese universities should focus on patent quality with the goal of patent conversion from the beginning of the research and development stage,and make corresponding reforms to the university’s patent management system.The above research results have further enriched the research results on the relationship between patent quality and university patent conversion,and can provide more detailed and specific theoretical support for policy makers and university decision makers to implement measures to promote university patent conversion. |
